Public Service Commission must develop a uniform formula within six months to calculate a water cost index representing the annual cost of water for an average single-family household, including factors for usage, fees, taxes, meter size, and seasonal rates

Water works corporations and municipal water systems serving 1,000 or more customers must annually calculate and submit their water cost index to the commission within 60 days after the close of their fiscal year

Commission must publish an annual report by December 31st analyzing water cost index data and providing comparisons across regions, provider types, and system sizes

Commission shall post the report on its website and notify legislative leaders including the senate temporary president, assembly speaker, and relevant committee chairs

Act takes effect immediately upon enactment
