Establishes a 5-year pilot program allowing the Department of Motor Vehicles commissioner to approve internet-based pre-licensing courses as equivalent to in-classroom courses required for driver licensing.

Requires approved internet accident prevention course sponsors to apply for pilot program participation, with application fees not to exceed $7,500 deposited into the highway and bridge trust fund.

Authorizes the commissioner to impose fees up to $8 per student completing an internet pre-licensing course, deposited into the highway and bridge trust fund.

Mandates the commissioner submit a report to the governor and legislature within 5 years evaluating the pilot program's effectiveness and recommending whether internet delivery should continue as an alternative to classroom instruction.

Takes effect 180 days after enactment and automatically expires 5 years after the pilot program is established and implemented.
