Allows non-state public officers and employees who served in a combat theater or combat zone to receive additional paid leave for health-related services.

Requires documentation of combat service through a DD214, certificate of release or discharge from active duty, or other Department of Defense documentation.

Permits local public employers to adopt a resolution or local law providing paid leave for healthcare-related services, not to exceed 5 working days in any calendar year.

Requires that any adopted local law or resolution apply uniformly to all combat veterans employed by the public employer.

Takes effect April 1, 2019.
