Extends the expiration date of the photo speed violation monitoring system program in Nassau and Suffolk counties from 4 years to 7 years after the effective date.

Authorizes Nassau and Suffolk counties to establish photo speed violation monitoring systems on the Long Island Expressway in addition to school speed zones, with violations occurring at speeds more than 15 miles per hour above the posted limit on the expressway or more than 10 miles per hour above the limit in school zones.

Allows use of handheld LIDAR speed measuring devices by police officers in conjunction with vehicle sensors to automatically produce photographs or video evidence of speed violations.

Imposes owner liability for violations recorded by these systems, with maximum penalties of $50 per violation plus up to $25 additional penalty for failure to respond to notice of liability within prescribed timeframe.

Requires counties to conduct and report studies on program effectiveness, including crash data, violation counts, fines collected, and adjudication results for both expressway and school speed zone violations.
