Grants retroactive Tier IV membership status (retroactive to December 28, 2009) in the New York State and Local Employees' Retirement System to Scott Goodfellow, who was employed by St. Lawrence County Department of Corrections.

Addresses an administrative error that prevented Goodfellow's timely membership application processing on December 28, 2009; membership application was not processed until January 4, 2010.

Requires Goodfellow to file an application with the state comptroller within one year of the act becoming law to receive Tier IV status and all associated rights and benefits.

No refund of member contributions already made to the retirement system shall be provided to Goodfellow.

St. Lawrence County bears the one-time past service cost of approximately $2,850, with the NYS Power Authority responsible for approximately $2,300 in increased annual contributions for fiscal year ending March 31, 2019.
