Authorizes Jaime Laczko, a Forest Ranger I employed by the Department of Environmental Conservation, to retroactively elect to participate in the optional 25-year retirement plan under Section 383-c of the Retirement and Social Security Law.

Allows Laczko to make the election within 1 year of the act's effective date by filing an application with the state comptroller, despite previously missing the initial election deadline through no fault of his own.

Requires the State of New York to bear all past and future costs associated with the retroactive election, including an immediate one-time past service cost of $102,000 and approximately $3,900 in increased annual contributions for fiscal year 2019.

Laczko incurs no costs related to implementing the provisions of this act.
