Prohibits commercial landlords from interfering with installation of telephone corporation facilities on their property, except to enforce reasonable conditions protecting safety, functioning, appearance, and tenant convenience.

Requires telephone corporations to bear all costs of installation, operation, and removal of their facilities, and to indemnify landlords for any damage caused.

Prohibits landlords from demanding or accepting payment from commercial tenants or telephone corporations in exchange for permitting telephone services, except amounts deemed reasonable by the Public Service Commission.

Prohibits landlords from discriminating in rental charges between commercial tenants who receive telephone corporation services and those who do not.

Prohibits telephone corporations from entering agreements or taking actions that would diminish or interfere with existing tenant rights to use telecommunications services.
