Increases optional vehicle protection (collision damage waiver) daily rate caps based on vehicle manufacturer's suggested retail price: $9 for vehicles under $20,000; $12 for $20,000-$35,000; $15 for $35,000-$50,000; and fair market value for vehicles over $50,000.

Expands the definition of authorized drivers to include the renter's child over 18 or parent/parent-in-law who resides in the same household and is properly licensed, and clarifies protections apply to these individuals.

Prohibits rental companies from charging security deposits, advance charges, or reporting damage debt to consumer reporting agencies pending resolution of disputes or court judgment.

Requires rental companies to send incident report forms via overnight or certified mail when vehicles are returned by automation, after-hours, or recovered by the company, and gives renters 72 hours to request damage inspection with seven days to complete it.

Makes rental vehicle protection provisions permanent by removing June 30, 2018 expiration dates and replacing them with June 30, 2023 expiration; adds prohibition against discriminatory practices based on renter's geographic location within New York State.
