Authorizes the Department of Environmental Conservation to temporarily waive fuel and fuel additive requirements when extreme and unusual supply circumstances prevent adequate distribution to consumers.

Limits waiver authority to situations resulting from natural disasters or unforeseen events that could not have been reasonably predicted.

Requires temporary waivers to include a defined period with a transitional period after termination to allow wholesalers and retailers to blend down inventory.

Applies any authorized waiver to all persons in the motor fuel distribution system.

Takes effect immediately upon enactment.
