Legalizes and validates all actions by the Huntington union free school district relating to final building cost reports for approved building projects completed prior to December 31, 2011, notwithstanding any failure to comply with filing time requirements.

Prohibits the education commissioner from recovering penalties from Huntington union free school district for late filing of final cost reports under education law provisions.

Requires any penalties already recovered to be repaid to the school district as a payment toward prior years' moneys owed, provided the district submitted the late report and state funds were properly expended.

Limits the penalty waiver to cases where the failure to file timely was an inadvertent administrative or ministerial oversight with no evidence of fraudulent or improper intent.

Takes effect immediately upon enactment.
