Creates a nine-member office-based surgery workgroup appointed by the governor, including representatives from the surgery industry, health plans, accreditation agencies, physicians, and two consumers, co-chaired by the superintendent of financial services and the health commissioner.

Requires the workgroup to review office-based surgery since accreditation requirements took effect, examining trends in size, specialty, and geographic distribution, and comparing outcomes with other outpatient surgical settings regarding patient access, safety, and reimbursement rates.

Directs the workgroup to analyze scientific research, access trends, reimbursement rates, regional differences, and all-payer database information to inform recommendations on appropriate reforms and policy changes.

Requires the workgroup to assess availability of outpatient surgery services by region, including the extent and diversity of specialties offered in office-based surgery settings.

Mandates the workgroup submit findings and recommendations for legislation and regulations to the governor, legislative leaders, and relevant committees by April 1, 2019.
