Extends the recovery period for excess state aid payments from 3 school years to up to 10 school years, with the commissioner establishing eligibility requirements and payment schedules through regulations.

Increases the capital outlay threshold for school construction projects from $100,000 to $250,000, allowing districts to complete one eligible project per school year at this higher limit.

Allows the commissioner to extend the 120-day transportation contract filing deadline when extenuating circumstances exist, including fire, natural disaster, or other catastrophic events that disrupted operations or destroyed files.

Establishes that prior year aid payments due may be paid either from funds recovered through excess payment deductions or from a designated appropriation, with each claim eligible for partial payment and priority status.

Takes effect July 1, 2018, or immediately if enacted after that date and applies retroactively to that effective date.
