Amends Public Service Law Section 74 to modify the energy storage deployment policy by December 31, 2018, in consultation with the Public Service Commission, New York State Energy Research and Development Authority, Long Island Power Authority, and the federally designated electric bulk system operator.

Establishes a 2030 energy storage goal for the state and requires the deployment policy to consider avoided or deferred transmission, distribution, and generation capacity costs; peak load minimization; cost-effectiveness; integration of variable-output energy resources; greenhouse gas emissions reduction; and electrical system reliability.

Requires any procurement of qualified energy storage systems directed by the deployment policy to be awarded through a competitive process.

Mandates annual reports on policy achievements and effectiveness be submitted to the governor, temporary president of the senate, and speaker of the assembly.
