Modifies disclosure requirements for SAT Subject Tests by requiring the College Entrance Examination Board to maintain sample tests on file and provide updated information when new tests are added or substantial changes are made to existing tests.

Extends the exemption from certain education law requirements for the SAT I: Reasoning Test through the 2018-2019 test year, requiring disclosure of four test forms or matching the number of regular administrations if fewer than four occur.

Creates new disclosure requirements for the SAT Test beginning in the 2019-2020 test year, requiring disclosure of three to four test forms depending on the number of regular administrations offered in New York (ranging from three or fewer to seven or more administrations).

Establishes parallel disclosure requirements for the ACT college entrance examination beginning in the 2019-2020 test year, with the same tiered structure based on the number of regular test administrations offered in New York.

Increases the civil penalty for test agency violations of education law from five hundred dollars to one thousand dollars per violation.
