Authorizes the Town of Brookhaven in Suffolk County to discontinue and sell two parcels of parkland totaling 0.92 acres located in Shirley (Lot Numbers 76, 77, and 78 on the 1949 Shirley map).

Requires the Town of Brookhaven to dedicate a 6.3-acre parcel at 313 Frowein Road in Center Moriches as parkland before the sale of the Shirley parcels can occur.

If the fair market value of the dedicated parkland is less than the alienated parkland, the Town must dedicate additional funds equal to the difference for acquiring additional parklands or making capital improvements to existing parks and recreational facilities.

Requires compliance with all federal requirements and approval from the Secretary of the Interior if the Town received any federal funding support for the original parklands, ensuring substituted lands are equivalent in fair market value and recreational usefulness.

Takes effect immediately upon enactment.
