Authorizes SUNY trustees to lease approximately 23.9 acres of land on the Stony Brook Southampton campus to Southampton Hospital Association for constructing and operating a new hospital facility, without public bidding.

Lease term may not exceed 100 years; property and improvements revert to SUNY upon lease expiration or if property ceases to be used for hospital purposes.

Lease must be executed within 10 years of the act's effective date and requires approval by the director of the division of budget, attorney general, and state comptroller.

All construction work on the project is considered public work subject to prevailing wage requirements and labor law article 8; state employees performing instructional, pedagogical, and administrative functions cannot be contracted out.

Ground lessee may require project labor agreements as part of competitive bidding process; lease includes indemnity provisions protecting SUNY from liability claims arising from tenant operations.
