Grants retroactive membership in the New York State and Local Employees' Retirement System to Shawn Coveny, a Department of Corrections and Community Supervision employee who worked as a seasonal park aide at Letchworth State Park in summer 2008.

Establishes his membership date as May 31, 2008 and grants Tier IV status, provided he files a written request with the state comptroller within one year of the act's effective date.

Prohibits any refund or return of contributions Coveny has made to the retirement system.

Requires the State of New York to bear all past service costs, estimated at approximately $1,750 as a one-time payment and $3,900 in increased annual contributions for fiscal year 2019.

Takes effect immediately upon enactment.
