Requires motor fuel dealers to provide functioning motor-driven air compressors capable of inflating automobile tires on premises where motor fuel is sold at retail, available during business hours.

Vests exclusive jurisdiction over tire inflation operation and equipment with the state, preempting all local laws, ordinances, and regulations governing tire inflation as of the effective date.

Permits municipalities to enforce the requirement that dealers provide functioning tire inflation equipment as mandated by the commissioner of agriculture and markets.

Applies these requirements to both agriculture and markets law and general business law provisions governing fuel dealers.

Takes effect immediately upon enactment.
