Adds not-for-profit corporations formed through inter-municipal agreements among counties to the dormitory authority's authority to finance and construct joint county detention facilities under county law section 218-a.

Authorizes the office of children and family services, division of the budget, counties, and other entities to enter into agreements with the dormitory authority to finance and construct detention or residential facilities for juveniles.

Permits assignment and pledge of public funds from federal, state, and local sources to the dormitory authority to pay debt service on bonds or notes issued for detention facility construction.

Specifies that such agreements shall not constitute indebtedness under the state constitution or local finance law, and shall not create contractual obligations exceeding annual appropriations.

Takes effect immediately upon enactment.
