Allows the village board of trustees of St. Johnsville, Montgomery County, to authorize the village clerk/treasurer and code enforcement officer to be non-residents of the village through a board resolution.

Requires that any such non-resident appointees must be residents of Montgomery County or an adjoining county within New York State.

Amends Section 3-300 of the Village Law and Section 3 of the Public Officers Law to establish this exemption specific to St. Johnsville.

Clarifies that this residency exemption applies only to St. Johnsville and does not affect residency requirements for these positions in other villages unless authorized by separate state legislation.

Takes effect immediately upon enactment.
