Changes appeal procedures for parents of children with disabilities in school districts in cities with populations of one million or more to allow resolution through impartial hearing officer, state review officer, court decision, or settlement agreement.

Requires that once a unilateral parental placement and tuition payments are approved, the payments must continue for a minimum of three years at the same percentage of tuition costs as the previous year, unless the Committee on Special Education determines the child's needs can be met elsewhere based on a substantial change in disability status.

Extends the expiration date of provisions in chapter 352 of the laws of 2005 and chapter 378 of the laws of 2007 relating to implementation of the Individuals with Disabilities Education Improvement Act from June 30, 2018 to June 30, 2021.

Takes effect immediately, with amendments to appeal procedures and tuition payment provisions expiring on the same dates as their underlying statutory provisions.
