Authorizes New York City to establish a temporary high-occupancy vehicle (HOV) program on the Williamsburg Bridge restricting single and two-occupant vehicles during high-traffic periods, with enforcement through stationary photo devices.

Imposes monetary penalties on vehicle owners for HOV violations, not to exceed $35 per violation, plus up to $25 additional penalty for failure to respond to notice of liability within prescribed time.

Directs all collected penalties to the outer borough transportation account of the New York City Transportation Assistance Fund within ten days of collection.

Establishes adjudication procedures through the NYC Parking Violations Bureau, including hearing procedures, standards of proof, and provisions for default judgments, with protections for privacy of drivers and passengers captured by photo devices.

Automatically expires six months after the Metropolitan Transportation Authority restores regular subway service in the Canarsie tunnel, or April 1, 2021, whichever is earlier; allows adjudication of violations issued before expiration to continue afterward.
