Requires New York City police commissioner to assign a police officer at every public school at least one hour before instructional hours begin, remaining on-site during school hours and for one hour after, unless a state of emergency requires redeployment; individual schools may decline assignment by two-thirds vote of their community district education council.

Mandates that public and private schools conduct four emergency attack drills annually, consisting of two lock-down drills and two active shooter drills, in addition to eight evacuation drills, with the state school safety improvement teams providing recommendations upon request.

Expands photo speed violation monitoring systems in school speed zones to up to 140 cameras citywide, prioritizes placement based on speed data and crash history, prohibits installation within 300 feet of controlled-access highway exit ramps, and requires annual reporting to the governor and legislature on system effectiveness and impact on speeding violations.

Establishes a temporary high-occupancy vehicle (HOV) program on the Williamsburg Bridge requiring vehicles to have three or more occupants during designated periods, enforced through photo devices with fines up to $35 per violation, with adjudication through the parking violations bureau; program expires upon restoration of regular subway service in the Canarsie tunnel or April 1, 2021, whichever is earlier.

Includes privacy protections for HOV photo device data, prohibiting use except to establish liability or as required by court order, with advance warning signage required; allows vehicle owners to claim defense if vehicle was reported stolen prior to violation.
