Expands the definition of permissible alcohol in frozen desserts to include beer and cider in addition to wine in ice cream and other frozen desserts.

Requires sealed packages of frozen desserts containing 0.5% to 5% alcohol by volume to display labeling indicating the product is made with wine, beer, and/or cider and contains alcohol up to 5% by volume.

Mandates a minimum 7-by-5-inch sign or poster at retail locations where these products are sold, prominently displaying warnings about age restrictions (under 21 prohibited) and pregnancy/driving safety notices.

Requires manufacturers and distributors to provide written notice and compliance requirements to retailers selling both packaged frozen desserts for off-premises consumption and individual servings.

Establishes that these frozen desserts are not regulated as "alcoholic beverages" for persons aged 21 and older, but sales to persons under 21 may be prosecuted administratively or criminally.
