Extends the deadline for the New York City Department of Citywide Administrative Services (DCAS) to reduce provisional civil service appointments from December 31, 2018 to December 31, 2021.

Requires DCAS employers to submit a comprehensive revised plan within 60 days to further reduce provisional appointments, with state civil service commission approval required within 60 days of submission.

Authorizes DCAS to administer qualified incumbent examinations (QIE) to provisional employees for 109 specified job titles to facilitate their transition to permanent competitive positions.

Establishes an advisory workgroup to be created if DCAS fails to achieve substantial compliance with civil service time periods by December 31, 2021; the workgroup shall recommend a plan to achieve compliance.

Requires DCAS to submit a progress report by December 31, 2020 detailing the total remaining provisional appointments and whether substantial compliance can be achieved by the 2021 deadline.
