Extends the moratorium on processing and approving applications for licensed home care services agency licensure through March 31, 2020 (originally set to expire earlier).

Adds a new exemption allowing the commissioner of health to approve any other applications deemed consistent with goals for consolidation and improving care delivery, at the commissioner's discretion.

Maintains existing exemptions for assisted living program applications, ownership transfer applications for agencies operating at least 5 years, and applications addressing serious concerns like lack of access to home care services or cultural competence gaps.

Requires the commissioner to prioritize review of eligible ownership transfer applications that align with consolidation goals outlined in Public Health Law section 4403-f.
