Requires the Department of Health to publish a sexual assault victim bill of rights in at least the ten most common languages spoken in New York and distribute it to hospitals and law enforcement agencies to provide to sexual offense victims.

Establishes victim rights including access to rape crisis organization support, free post-exposure treatment and HIV prophylaxis, free forensic examinations, emergency contraception, and information about evidence kit analysis and DNA matching results.

Mandates police, prosecutorial, and law enforcement agencies to adopt victim-focused policies designating at least one trauma-trained person to handle victim inquiries about sexual offense evidence kits.

Requires law enforcement to notify victims at least 90 days before expiration of the 20-year sexual offense evidence kit storage period and to provide victims with notice of CODIS DNA eligibility assessments and match results, with limited exceptions for active investigations.

Establishes victim rights to be notified 30-10 days before evidence kit transfer between facilities and to consent to evidence release to law enforcement at any time during the 20-year storage period.
