Establishes a 15-member local advisory board for the Belmont racetrack facility with five designees each from the temporary president of the senate, the speaker of the assembly, and the franchised corporation.

Requires all designees to reside, work, or own a business within five miles of the Belmont racetrack facility, with no more than two individuals from any single community or village.

Limits the advisory board's scope to advising on operations and capital improvements at the Belmont facility, excluding review of proposed development matters handled separately by the empire state development corporation.

Sets board member terms at two years with annual meetings held at least twice yearly; vacancies filled for unexpired terms through the same appointment process.

Provides board members with reimbursement for necessary and actual expenses but no additional compensation.
