Authorizes issuance of distinctive "West Indian American Day Carnival" license plates to any New York state resident upon request, with design approved by the commissioner.

Charges an additional annual service charge of $25 per plate beyond the regular registration fee prescribed by law.

Requires a $6,000 surety bond from the Department of Motor Vehicles prior to plate design and production, unless at least 200 orders with payment are received beforehand.

Deposits all service charges collected into the distinctive plate development fund established in state finance law for design, production, advertising, and distribution of distinctive license plates.

Takes effect immediately, except section one takes effect 180 days after the law is enacted.
