Amends Public Health Law section 1394 to include "health planning" in the public health council's authority to prescribe standards for children's overnight, summer day, and traveling summer day camps.

Authorizes children's camps with permits to employ or contract with physicians, nurse practitioners, physician assistants, registered nurses, licensed practical nurses, or emergency medical technicians as designated camp health directors or to provide health services.

Creates new Public Health Law section 1394-c authorizing camps to employ or contract with mental health practitioners licensed under Education Law articles 153, 154, and 163.

Requires all professional decisions, service coordination, and interactions with campers and staff be based on the professional judgment of licensees within their lawful scope of practice, pursuant to regulations by the health commissioner in consultation with the education commissioner.

Takes effect immediately upon enactment.
