Expands the definition of "practitioner" to include healthcare professionals authorized under education law to prescribe controlled substances, not limited to physicians, and removes language restricting nurse practitioner inclusion.

Establishes "facility caregiver" and "facility caregiver employee" definitions to allow hospitals, residential care facilities, mental health facilities, schools, and research programs to possess and administer medical marihuana on behalf of certified patients, with exemptions from the five-patient limit per individual caregiver.

Requires facility caregivers to register with the department and maintain copies of certified patients' registry identification cards, with facility caregiver employees identified as needed by the commissioner.

Increases the number of registered organizations from five to ten and the number of dispensing sites per organization from four to fourteen, with specific caps by region (six sites in NYC boroughs, four in Nassau/Suffolk/Westchester, four in other counties) and a minimum 2,500-foot distance requirement between sites.

Authorizes the commissioner to establish regulations for medical marihuana research programs governing possession, acquisition, delivery, transfer, transportation, storage, and administration of medical marihuana for research purposes.
