Establishes a 13-member task force on mobile sports wagering before any mobile sports wagering platform can be used outside of authorized facilities, with members appointed by state gaming officials and legislative leaders.

Requires the task force to conduct at least four public hearings (minimum two in OTB regions with authorized facilities) to solicit public comment on mobile sports wagering impacts and technical safeguards.

Task force must evaluate constitutional permissibility, effects on existing casinos and horse racing revenue, minors' access prevention, job automation impacts, and potential elimination of federal internet gambling prohibitions.

Requires the task force to submit policy recommendations and draft legislation to the governor and legislature by March 1 of the year following the effective date.

Takes effect immediately upon enactment.
