Authorizes driver's licenses and non-driver identification cards to include a distinguishing mark indicating the holder possesses a Lifetime Liberty Pass for veterans with disabilities

Eligible applicants must be former U.S. Armed Forces members with honorable discharge and must have already received a Lifetime Liberty Pass for discounted access to state parks, historic sites, and recreational facilities

Required proof of eligibility includes DD Form 214 (certificate of discharge), a copy of the Lifetime Liberty Pass, or other proof acceptable to the commissioner

No additional fees required for issuance or renewal of licenses and identification cards with the Lifetime Liberty Pass distinguishing mark, or for duplications and amendments made solely to add the mark

Effective 90 days after enactment, with authority for the commissioner to adopt necessary rules and regulations immediately
