Creates a searchable public database displaying Empire state economic development benefits awarded to qualified participants receiving $10,000 or more per project, in cooperation between the Urban Development Corporation and Department of Economic Development.

Database must include participant name, project location, benefit types and amounts, employment data (full-time, part-time, and contract jobs), job creation and retention targets, and compliance statements regarding any reductions or cancellations of benefits.

Requires database to be searchable by individual fields, downloadable in machine-readable format, include contract and award agreements where publicly available, and provide definitions of all database terms.

Database must be made publicly available on the corporation's website beginning June 1, 2019, and updated quarterly with new qualified participants and data from existing participants.

Requires the corporation's senior staff to report quarterly to the board of directors on the development and maintenance of the searchable database; effective date is 90 days after enactment.
