Creates a new definition of "contraband" in Correction Law Section 2 to include firearms, dangerous weapons, dangerous instruments, destructive devices, and controlled substances that may endanger detention facility safety or security.

Requires the Department of Corrections Commissioner to establish a statewide, toll-free hotline to receive reports of contraband introduction or possession in state correctional institutions by inmates, visitors, or staff members.

Mandates the hotline operate 24 hours per day, 7 days per week and accept anonymous calls for reporting allegations of reportable incidents.

Takes effect immediately upon enactment.
