Prohibits transporting passengers in vehicles that failed inspection (Class E felony) and requires corrective measures and reinspection within ten days or the commissioner may impound the vehicle.

Requires carriers to affix safety inspection certificates on passenger-side front doors and mandates operators complete a safety training course designed by the commissioner before licensure.
