Removes the requirement that an investigation and study must be completed prior to certification that the state veterans' cemetery fund contains sufficient moneys.

Requires the director of veterans' affairs, director of the budget, director of cemeteries, and state comptroller to certify that the veterans remembrance and cemetery maintenance and operation fund contains sufficient moneys to fund cemetery operations, maintenance, and perpetual care for at least 15 years.

Excludes from the sufficiency calculation any moneys reimbursed or contributed by the United States government or any fees collected for grave sites of non-veteran spouses or family members.

Specifies factors that must be considered in making the certification, including physical attributes, management and operation costs, state and federal requirements, and estimates from the U.S. Department of Veterans Affairs.

Takes effect immediately upon enactment.
