Delays the moratorium on new licensed home care services agency (LHCSA) approvals from April 1, 2018 to April 1, 2020, with expiration extended from March 31, 2020 to March 31, 2022.

Requires the Department of Health to hold a minimum of six public hearings across different regions before implementing any limitations on the number of contracts between managed long-term care plans and LHCSAs, with at least two weeks' notice to all agencies.

Removes "public need" and "financial feasibility" requirements as criteria for LHCSA licensure approval, requiring only character, competence, and standing in the community of applicants.

Extends the continuity-of-care exception period for enrollees who wish to continue with their current LHCSA from three months to one year when contract limitations would otherwise require a transfer.

Changes the threshold for license revocation from two consecutive annual registration failures to three consecutive periods, and reduces late registration fees from $500 to $100 per full month.
