Requires medical marihuana dispensed under New York's medical marihuana program to be covered as a prescription drug under Medicaid, certain health insurance plans, workers' compensation, and elder law programs.

Permits the Department of Social Services to certify medical marihuana dispensing sites as medical assistance providers for purposes of dispensing medical marihuana to eligible beneficiaries.

Clarifies that medical marihuana shall not be deemed a "drug" under education law, but establishes it as a covered health care service under specified insurance and public assistance programs.

Effective April 1st following enactment, with the Commissioner of Health and Superintendent of Financial Services authorized to issue implementing regulations immediately upon passage.
