Expands anaphylactic policy requirements from school districts to all child care service providers, including pre-K, nursery schools, day camps, and after-school programs serving children under age 18.

Requires child care service providers to adopt policies conforming to the Voluntary Guidelines for Managing Food Allergies in Schools and Early Care and Education Programs and to implement them within 90 days of receipt.

Mandates each child care service provider maintain onsite epinephrine auto-injectors that are current and not expired to immediately address life-threatening allergic reactions.

Imposes civil penalties up to $5,000 for willful or negligent violations and allows license or registration revocation for failure to implement required anaphylactic policies.

Requires school districts and educational entities to provide and maintain adequate quantities of epinephrine auto-injectors in all instructional facilities for emergency use by students or staff experiencing anaphylactic symptoms.
