Establishes that violations involving death constitute a class D felony punishable by fines of $2,000 to $5,000.

Elevates first violations (other than mere failure to exhibit license/insurance) from class A misdemeanor to class E felony, eliminating the requirement of a prior conviction to reach felony status.

Takes effect November 1 following enactment into law.
