Establishes the New York State Innovation Voucher Program under the Empire State Development Corporation to provide small businesses with access to research and development services from colleges, universities, government laboratories, and public research institutes.

Awards vouchers up to $10,000 per eligible project, with up to $50,000 available for exceptionally innovative projects in emerging technology fields, requiring small businesses to match voucher amounts on a dollar-for-dollar basis.

Requires the corporation to maintain and regularly update a list of eligible research and development partners and establish an advisory committee to evaluate applications based on project innovation, technical feasibility, commercial viability, and job creation potential.

Mandates quarterly public reports on voucher issuance, funding usage, recipients, and program metrics including jobs created or retained, patents produced, and economic development impact.

Takes effect 180 days after enactment, with the corporation required to promulgate implementing rules and regulations within 180 days of the effective date.
