Amends Public Service Law Section 126 to require electric transmission line certificates to demonstrate accommodation of existing or proposed generating resources, or explain why accommodation is unnecessary for facilities under 100 kilovolts.

Requires transmission lines carrying electricity generated outside New York State to demonstrate the electricity is produced consistent with power plant emissions and performance standards under Environmental Conservation Law Section 19-0312.

Revises long-range grid planning requirements to explicitly include expansion, maintenance, and improvement of electric systems serving New York State and interconnected utilities.

Streamlines certificate requirements for underwater and underground transmission lines by the Power Authority of the State of New York to findings under specified subdivisions only.

Takes effect immediately upon enactment.
