Requires animal areas to be provided with regular diurnal light cycles of either natural or artificial light for health and routine inspection purposes.

Mandates separate space for pregnant or nursing dogs, apart from whelping boxes, with sufficient floor space to nurse and care for litters in compliance with housing standards.

Requires primary enclosures and cages to be cleaned daily and sanitized at least once every two weeks using detergent and disinfectant solutions to remove excreta, feces, hair, dirt, and food waste.

Requires food receptacles to be sanitary, adequately sized, and properly located to ensure each animal receives an adequate amount of food.

Establishes annual veterinary examination requirements for pet dealers selling 25 or more dogs or cats per year born and raised on residential premises, and requires regular grooming to prevent matting, overgrown nails, and flea and tick infestation.

Becomes effective 90 days after enactment, with authority for implementing rules and regulations to be completed by the effective date.
