Establishes licensure requirements for genetic counselors in New York, requiring a master's degree or higher in genetic counseling or human genetics, acceptable experience, passage of an examination, and payment of a $300 initial license fee and $200 for triennial re-registration.

Creates a seven-member State Board for Genetic Counseling composed of five licensed genetic counselors, one licensed physician, and one public representative to oversee professional licensing and conduct.

Defines the practice of genetic counseling to include evaluating personal and family medical history, educating clients about genetic risk assessment, ordering genetic tests, integrating test results with medical history, and maintaining documentation of services provided.

Prohibits licensed genetic counselors from diagnosing or treating diseases, prescribing medications, performing invasive procedures, or practicing psychotherapy, and requires referral to licensed physicians when medical conditions are identified.

Provides expedited licensure pathways for individuals certified by national certifying bodies within two years of the law's effective date and for individuals with ten or more years of genetic counseling employment experience prior to 2008, without requiring examination.
