Amends Public Authorities Law Section 1678 to authorize public authorities to award contracts to small businesses and minority/women-owned businesses certified under Executive Law Article 15-A.

Requires procurement guidelines to include a competitive process providing opportunity and access to small and certified businesses, benchmarking of contract amounts against similar authority contracts, and annual effectiveness assessments.

Limits total contract value awarded under this provision to between one and two percent of all contracts offered by the authority in any fiscal year.

Requires annual assessments to be submitted to the Governor, Senate President, Assembly Speaker, and both legislative minority leaders.

Expires July 1, 2024 unless extended by the Legislature.
