Amends the definition of "non-residential program for victims of domestic violence" to exclude school-outreach domestic violence prevention programs from the requirement that victims and their children constitute at least 70 percent of program clientele.

Requires social services districts to purchase school-outreach domestic violence prevention programs from not-for-profit organizations and provide information, referral services, advocacy, counseling, and education about domestic violence to students in public and private high schools.

Provides for 100 percent state reimbursement of expenditures made by social services districts for school-outreach programs, contingent on appropriation of funds.

Authorizes the Commissioner of the Office of Children and Family Services to promulgate rules and regulations necessary to implement the act.

Takes effect 120 days after becoming law.
