Changes the sex offender "subdirectory" to a "directory" and expands it to include all sex offenders, not just level two and three offenders.

Requires level one sex offenders' names, photographs, and approximate addresses (based on zip code) to be included in the directory available on the internet via the Division of Criminal Justice Services homepage.

Maintains existing requirements for level two and three sex offenders' information (exact address, employment address, photograph, physical description, crime details, and special conditions) to be posted in the directory and made available to the public upon request.

Allows any person to request automated email notifications of new or updated directory registrations in up to three specified geographic areas (by county and/or zip code) at no charge.

Establishes penalties for unauthorized use of directory information including fines of $500-$1,000, and allows the Attorney General, district attorneys, or aggrieved persons to seek injunctive relief for violations.
