Removes the requirement that a formal investigation and study must be completed before certifying the financial readiness of a state veterans' cemetery.

Requires the director of the division of veterans' affairs, director of the division of the budget, director of the department of state's division of cemeteries, and the office of the state comptroller to jointly certify to state leaders that the veterans remembrance and cemetery maintenance and operation fund contains sufficient moneys to operate a state veterans' cemetery for at least 15 years.

Specifies that the certification must account for projected future inflation and exclude any federal government reimbursements or fees collected from non-veteran family members.

Directs officials to consider physical attributes, management and operation costs, state and federal requirements, estimates from the U.S. Department of Veterans Affairs, and other fiscal costs when making the certification.

Takes effect immediately upon enactment.
