Defines "substantial contact with children" to include working with, having access to, having opportunity to be alone with, or performing for children.

Includes specific prohibited positions such as school staff (teachers, aides, janitors, nurses), child-care workers, coaches, scout leaders, lifeguards, and employees in child-focused businesses like toy stores and ice cream trucks.

Requires employers, organizations, and government entities to check potential employees against the statewide central registry of child abuse and maltreatment and the registered sex offenders database.

Establishes penalties of a class A misdemeanor for first violation by a sex offender and class D felony for subsequent violations; establishes class A misdemeanor for employers who knowingly violate the provision.
